What is the definition of 'reluctance to engage with services?' Does anyone take into account when applying that label whether or not the services are appropriate or where the service providers have, shall we say, a history of being less than honest with the person who they claim is reluctant to engage with them?<br /><br />For instance, when my daughter was still at school I learned the hard way that conversations that I'd had either were never recorded or were recorded very differently to my recollections of them, and LA officials denied receiving correspondence altogether, even after I sent them copies of their out of office messages acknowledging receipt of the emails.<br /><br />Since then, I've put everything in writing and either avoided meetings or taken independent witnesses with me. Does that make me 'reluctant to engage' or 'once bitten, twice shy?'<br /><br />I'm not saying all HE'ers are perfect. God knows, I'm certainly not. But nor are all LA's, and the balance of power is massively in their favour.<br /><br />And on a lighter note, is a LA who doesn't answer emails and doesn't provide support even when they could claim the cost from central government reluctant to engage with me?
