I think even the coalition government would think that legislating in respect of Pakistani local government would be a step too far for its foreign policy.
My guess is structured home educators. And being taught by educated women! Even greater case for autonomous education by what Mr Webb calls the uneducated. You could never have kept the kids silent in the compound or in the compound at all if they were self directed learners. I rest my case....:-)

Only 70% of Pakistani kids finish primary school. 40% or so go on to Secondary level and 50% of all adults are illiterate. There are still some regions in Pakistan which are controlled by the Taliban where girls are banned from attending educational establishments.

yes and that is why the UK government gives a large amount of aid to Pakistan to try and help these children.David Cameron has pledged a record amount of aid for this year in an attempt to really change outcomes for these children.

We give far more aid to Pakistan than any other Eurpoean country this year we are giving 446 million and the Pakistan government will use some of this aid to help girls who are stoped from going to school.
