Wales introducing registratation of home educators

Just on the offchance that nobody else has noticed, I thought that I would mention that next month a bill will be introduced in Wales which will require home educators to register with their local authority.

  1. how will it work? if you write and say i am home educating my child many thanks for your interest to your local authority.
    it just be anther box ticking form that you should thrown in the rubbish bin along with the rest of the rubbish one gets now days.
    there no way on earth i would register in the way a box ticking council would want you to.

  4. In the interests of accuracy I will rewrite the above for Simon.

    Over the months following the summer break (not in September) the Welsh assembly government will present several bills, one of which is an Education Bill. They are proposing (it's a bill, not an Act that has been passed) something to do with registration of Home Educators. There will be a consultation before the bill is introduced (which we understand will be in September).

    As the bill has not been published yet (and indeed we are told it is not yet formed although that doesn't mean someone hasn't yet written the first draft somewhere) we have no idea how any proposals will work or even if they will fail at pre-bill consultation stage.

    Amazing how the facts sound different from Mr Webb's article above.

    which states
    "by the Education (Wales) Bill, which will set out a number of proposals including requirements for the registration of the education workforce, reform of the statutory framework for children and young people with special educational needs and the registration of children of compulsory school age who are home educated.

    The basis of the provisions within this Bill will be formed by the outcome of the public consultations on the requirements for registration of the education workforce; the consultation which sets out the proposals for reform of the legislative framework for special educational needs; and the consultation on the educational provision made by home-based educators."

    This is all I know and I have no involvement other than as an observer.

I draw your attention to, as an example, "next month a bill will be introduced in Wales which will require home educators to register with their local authority" vs the accurate "Over the months following the summer break (not in September) the Welsh assembly government will present several bills, one of which is an Education Bill."

    Ed Balls was determined to introduce licensing for home educators in England......it didn't happen. Just because a minister wants something it doesn't mean he gets it. The process is there for a reason.

    Do tell me Simon, is there a reason you write with such inflammatory inaccuracy? Because apart from some perverse joy that I suppose could be derived by some people from stirring up a hornets nest I cannot for the life of me figure out what motivation you have.

    Carwyn Jones, First Minister of Wales, told Adrain Masters of ITV News that he would be introducing eight new bills next month. He gave details of the bills, describing one of them as an Education Bill which would entail the registration of the education workforce, registration of those who are home-educated and reform to the legal framework for students with special educational needs.


    I simply reported this, assuming that the First Minister knew something about the legislative programme which he would be implementing in the autumn. Just how drawing people's attention in this way to what is going on in the field of home education in the United Kingdom might be seen as 'inflammatory' or 'perverse' is quite beyond me.

    I am curious to know your interest in the matter. Do you know more about this plan than either the First Minister or the Minister of Education? More to the point, have you been invited or, which is equally likely, invited yourself to give evidence during any consultation into this matter? I am trying to work out why you should be so annoyed at my mentioning what Carwyn Jones has freely told reporters about this.

    Predictable response Simon.

    And back to the inaccuracy......at NO point does it say 8 new bills will be introduced "next month". My point is your glossing over the facts and not reporting the detail accurately.

    The written statement from the office of the minister is the primary news source for the entire story. That is where the facts lie. Secondary reporting is just that. Secondary. You have not drawn people's attention to the facts of "what is going on in the field of home education in the United Kingdom". You have painted an inaccurate picture which is far more inflammatory than the facts. It introduces an immediacy, danger and urgency that the facts simply don't have.

    The facts are that WAG have an idea to introduce some legislation around home education which includes something about registration. They are announcing the beginning of a process which starts with a consultation in Sept which may or may not precede a bill which includes registration which may or may not lead to an Act which introduces registration. Your words "next month a bill will be introduced in Wales which will require home educators to register with their local authority" is simply inaccurate.

    Pity the Sunday Sport no longer exists.....your ability to spin a headline might have earned you some good money!

    Alison, I hope that you are not labouring under some misapprehension about this site. It is a personal blog; not Reuters. I should perhaps have made it plain that when the Welsh Assembly next meets on September 25th, the First Minister will give details of the legislative programme, which will include a bill which will introduce registration for home educators. I did not say that it would prove possible to pass this bill, that is more than I know; I said that it would be introduced. To be more accurate, I should have explained that although the First Minister would be detailing the proposals contained in this bill, this would not mean that it would ultimately be passed. This is why I said that it was to be introduced. Introducing a bill and ensuring its final passage are two different things.

    As something of a pedant myself, I know a thing or two about being finicky about details, but I have met my match here! I can only repeat that this is a personal blog and not an academic journal. I do not find it necessary to fret unduly about primary or secondary sources.

    Only somebody with no sense of proportion would use these words in connection with the possibility of home educators registering with their local authority. Can we perhaps get things in perspective here? I repeated what the First Minister of Wales had told a reporter for the ITV News. I certainly did not mean to suggest that this was a dangerous situation!
